The bill (Reg. No. 5491-1) amends the laws "On Compulsory Social Insurance in case of Unemployment" and "On Amendments to certain Laws of Ukraine regarding Alleviation of Influence of the Financial Crisis on Employment" to continue payment of partial unemployment aid in the year 2010.
The author of the bill offers a new definition of the term "partial unemployment", introduces the concept of "a department, a closed circuit workshop section" as a structural subunit of the enterprise, where all the stages of technological process on manufacture of certain production type are performed.
The author excludes the legislative provision that restricts payment of the partial unemployment aid to the employees who refuse to occupy a suitable office at another enterprise.
The Committee members uphold the bill, as it stabilizes the work of the Fund of Compulsory State Social Insurance in case of Unemployment. It was mentioned that the Committee had repeatedly appealed to the Cabinet of Ministers with a request to stabilize the work of the Fund.
The People´s Deputies believe that adoption of the bill will enhance security of the employees in partial unemployment and preserve the personnel potential of the enterprises.
